This is difficult from an aesthetic perspective, because Sims doesn't really have resources to simulate homelessness (and especially not for progressively cobbling a home together from found materials).. I did okay starting out; obviously, they need a place to sleep, so I built a gazebo ringed with park benches on their lot, so they can at least get some naps in.
And that's just starting out. I used paint textures to make their clothes look dirty, but there's not much I can do to make them look ripped or old or ill-fitting.

I used the moveobjects cheat to put some shrubs on the roof so the gazebo looks abandoned and overgrown..
